Overview of the Man-Made Fibre Industry

The man-made fibre industry produces man-made fibre whose chemical composition, properties and structure are modified a little during production. Man-made fibres are knit and spun into a massive amount of industrial and consumer merchandise. The list includes garments such as scarves, shirts, and hosiery; home furnishings such as carpets, upholstery, and drapes; and industrial parts such as flame-proof linings, tire cords and drive belts.

There are two types of man-made fibres: synthetic and regenerated fibres. Synthetic fibres manufactured in the man-made fibre industry are prepared only from polymers derived from the by-products of petroleum and natural gas. They include acrylics, nylon, polypropylene and polyurethane. Millions of tons of these fibres are formed worldwide each year. On the other hand, regenerated fibres are prepared from cellulose polymers that originated organically in plants, such as wool, hemp, cotton, and flax. Materials like rayon and acetate were made from cellulose polymers, two of the first man-made fibres to be produced. The manufacturers regenerate fibre by taking plant cellulose.

The Indian man-made fibre industry comprises mainly two components: viscose and polyester, which, when combined, comprise about 94 per cent. Internationally, India is the second-largest manufacturer of both viscose and polyester. The demand for man-made fibre in recent years has increased due to price increases, durability concerns and the environmental sustainability of natural fibres.

Procedure for Authorisation of Consent NOC for Man-Made Fibre Industry

The authorisation of Consent NOC for the man-made fibre industry is ruled by the Water and Air Acts. Under these acts, the approval for Consent NOC is provided in two stages. The first stage is when the industry is established, for which Consent to Establish (CTE) is given. The second stage is when the industry is established and is ready to operate, for which Consent to Operate (CTO) is granted.

Documents required for CTE for the Man-made Fibre Industry

According to Air and Water Acts, to acquire Consent to Establish the Man-Made Fibre Industry, the manufacturer has to upload the following documents: -

1. A thorough project report is a must for Consent. The report must contain the following -

   2. Use demarcation of land
   3. Flow chart of the procedure
   4. Industrial process
   5. Control equipment relating to air pollution, and

As per Air and Water Acts, to obtain Pollution Control License for the man-made fibre industry, the manufacturer has to upload the following documents: -

5. Rule 14 of the Environmental Act,1986 authorised Form V
6. Municipality/industry license for trading business
7. Health Trade License
8. Factory or Trade License
9. Site plan/layout
10. Proof of ownership, comprising rent agreement/lease agreement
11. CA letter on the financial breakup
12. Goods and Services Tax certificate
13. Authorisation letter
14. Proof of registration of unit under LLP/Companies Act
15. Authorisation copy of Consent to Establish

Process of acquiring authorisation for Consent NOC for Man-Made Fibre Industry

For Consent to Establish, the manufacturing unit's owner must register with the state authority's (State Pollution Control Board or Pollution Control Committee) official portal. This is followed by uploading the application as per Form I with the required documents. Once the authorities examine these documents, the SPCB/PCC grants the certification to establish the business.

The procedure to obtain Consent to Operate for the Man-Made Fibre Industry is pretty much the same as the CTE. In this case, also, the owner is authorised to enrol himself on the state authority's (SPCB or PCC) official portal. He is then liable to upload the submission according to Form I with the required documents. After the authorities examine these papers, the PCC or SPCB sends authorised personnel for the inspection.He/she, based on the inspection, frame a report according to which the authorisation is granted.

 

Hazardous Waste Authorisation for the Man-Made Fibre Industry                                      

The authorisation relating to establishing an industry/manufacturing unit, including the Man-Made Fibre Industry producing hazardous waste, is stipulated under the Hazardous Wastes (Management, Handling and Transboundary Movement) Rules, 2015. For hazardous waste authorisation, the ownermust apply under Form 1 to the concerned SPCB.
