PESO, or the Chief Controller of Explosives (CCOE), is a Petroleum and Explosive Safety Organization. This organization manages, controls, and oversees the safety requirements of manufacturers, importers, exporters, sellers, storage, transportation, and handling of explosives, flammable materials, pressure vessels, petroleum, and compressed gases. It is also in charge of the petrol stations in India. PESO is an independent regulatory body led by the Department for Promotion of Industry and Internal Trade and the Ministry of Commerce and Industry. PESO Certification defines the oil and gas industry's mandatory approval system for goods that deal with gases, are used in the oil industry, or must withstand extremely corrosive environments. The PESO headquarters are located in Nagpur, Maharashtra.

Need of PESO Approval

Let us take a look at some of the reasons which necessitate the requirement of PESO Approval:

Overseeing Explosive Products

The explosive product needs oversight as to keep a check on the manufacture, purchase, and use of explosives; by expanding the categories of “prohibited persons” to be denied access to explosives; by requiring background checks on all individuals who have access to explosives; and by mandating triennial inspections of licensees’ manufacturing and storage facilities.

Safety Regulation for Explosives

The safety of the explosive industry cannot be ignored. The mandatory safety initiatives will aid in averting explosions, fires, and other significant mishaps. Adherence to the standard will aid in guaranteeing the safety of workers, subcontractors, guests of the facility, and first responders against potential dangers.

Preventing Bad Quality Products

Bad quality of critical products can lead to loss of life. Product quality helps businesses earn customer loyalty, establish brand recognition, and manage costs. Customers frequently purchase more from companies they know and trust, and businesses can reduce costs associated with product returns, defects, and losses caused by product quality disputes.

Formulating Safety Guidelines

Formulating safety guidelines for the manufacture of equipment. Enforcing safety rules can help to reduce accidents and injuries while also increasing productivity. There are safety standards in place for the use of material handling equipment, team members' overall health and well-being, and how to respond in the event of an emergency.

Establishing Fire Safety Preliminaries

Fires can be extremely destructive. Flames and smoke can spread quickly during a fire, causing severe damage to people and property. Fire safety measures and procedures that are effective can help in reduction the risk of injury and save lives.

Challenges Faced in Obtaining PESO Approval

The PESO approval process can be challenging and complex. Efficient communication with the Indian authorities, as well as an accurate preparation of all relevant documents, are essential for the successful certification. It is important to ensure that all documents contain the required information and are up to date to limit queries from the authority, which can be lengthy. It is also important to be aware that the authorities often give very little time to amend incorrect documents. Missing deadlines may require that the entire process be restarted from the beginning. Some of the challenges are-

Stringent Regulations

PESO adheres to strict safety regulations, and meeting all the compliance requirements can be challenging. Obtaining PESO approval and adhering to stringent regulations can pose challenges for businesses. Is PESO Approval Necessary?

India is one of the countries with the highest industrial growth in the world. In recent years, this rapid growth has led to an increased demand for products and components produced outside of India, including various types of explosion-proof equipment used in local manufacturing plants. Products installed in hazardous areas need to undergo thorough checking by the Indian authorities. This process has been institutionalized under the PESO certification.

Generally, all products and components that are ATEX (Atmosphere Explosible) and/or IECEx (International Electrotechnical Commission Explosive) certified require a PESO certificate in India. ATEX certification only applies to countries in the EU, while IECEx certification is accepted globally. While the name of the certification already suggests a variety of products related to petroleum or explosives, some of the products requiring certification are less obvious. For example, electrical equipment that must withstand corrosive salt water or very hot temperatures also falls under the mandatory certification requirements. Purely mechanical components are also subject to certification if they are used in hazardous areas. In addition, PESO certification also covers other product groups, such as gas cylinders and associated valves, pressure vessels and their fittings, explosives, petroleum piping, and many more.

Certification Process for PESO Approval

  • Preparation of application and supporting documentation
  • Verification of the documents by PESO
  • Issuance of the PESO certificate
  • Issuance of the import licence to the Authorised Indian Representative (AIR)

Documents Required for Obtaining PESO Approval

Besides the actual PESO certificate, there are three documents that are issued during the certification process.

  • The manufacturing license, design approval, and import license are required. The manufacturing license is issued for each relevant production plant individually. For the initial approval, this license usually comes with a validity of one year. After that, the license can be renewed, which comes with lower requirements than the initial certification. In case of a successful renewal, the validity is usually extended for more than one year. However, the overall timeframe that a manufacturing license can be prolonged is always at the discretion of the authority. For applicants with a good track record, a prolongation for up to 10 years is possible.
  • Apart from the manufacturing license, design approvals are also very important. These approvals need to be obtained for all relevant products and/or components. Once the approval is granted, it remains valid under the condition that the design of the product remains unchanged. If a manufacturer would like to add new products to their portfolio in India, it is possible to simply add design approvals to a valid manufacturing license.
  • Finally, the import license will be issued. This license is granted on a batch basis, meaning that it needs to be obtained for all individual shipments requiring customs clearance in India. It is also possible for an Indian distributor to directly obtain the import license when having both a manufacturing license and design approval available, as well as a valid storage license.

Validity of PESO Approval

Once the PESO certificate has been issued, it is typically valid for 1-5 years. The period of validity depends on the product category. Mechanical products, such as valves or pressure vessels, usually receive initial certification for one year. For electrical products, certificates are usually issued for five years. Within this period of validity, the certified products and components can be imported to India without restrictions and distributed locally. Similar to the manufacturing license, the certification can be extended again. It is important to note that the requirements of the authority for an extension do not significantly differ from those for the initial approval.

Who All are Required to Obtain PESO Approval?

  • Factories that manufacture explosives: Factories that are responsible for manufacturing explosives need the PESO certification.
  • Storage premises for the explosives: The places that store explosives must always maintain a regulatory standard to ensure that the explosives aren’t exposed to any kind of vulnerabilities.
  • Factories that manufacture fireworks: Firework manufacturers have to adhere to the same requirements as that of the explosives. And thus, they also require a PSO certificate online.
  • Plants that provide filling of gas cylinders: A PESO certificate for cylinders is also a requirement for those who are running plants to fill them.
  • Petroleum storage units: Installations that store petroleum require PESO registration. Furthermore, a PESO license for ethanol storage is also a requirement.
  • Petroleum pipelines: It is imperative for petroleum pipelines to adhere to the guidelines of Petroleum and Explosives Organizations. And thus, they require certification.
  • Petroleum service stations: Petrol pumps must ensure that a certain level of safety is maintained while selling fuel to passers-by.
  • LPG bottling units: LPG bottling units are compression facilities that liquefy the petroleum gas to make it transportable. They also require a PESO license in India.
  • Oxygen cylinder manufacturers: A PESO certificate for an Oxygen cylinder that requires weight and hydro testing is mandatory.
  • Oxygen processing plant: A PESO license for an oxygen plant is required in India.

Lead acid batteries contain a number of toxins and heavy metals; thus, they need to be handled carefully rather than simply being thrown in landfills, which increases the risk of environmental and health hazards. In addition to that, lead acid battery recycling is essential as it is more energy efficient and cheaper than actually extracting or mining lead from its ore and, therefore, meets the majority of the lead demands.

The lead acid batteries are recycled by undergoing the following processes: Lead Battery Breaking and Separation, Desulphurization, Lead Smelting, Lead Emission Control, Lead Refining and Alloying and Lead Casting.

The space needed for a recycling plant setup depends on the planned scale of business operations; however, a few things that must be kept in mind are that the space should include storage areas, processing section, space for systems for waste treatment, administrative space, amongst your other individual requirements.

The extraction of lead depends on the composition of the battery; however, almost 100 per cent lead can be extracted for recycling.

Yes, various licenses and permits are required to set up a recycling plant, such as Registration from the CPCB, authorisation from the concerned CPCB, and other licenses, such as factory licence, NOC from the concerned local authorities, etc., are required as well.

The major by-product of recycling lead-acid batteries is lead, plastics, and electrolytes such as sulphuric acid, which, when neutralised, can be turned into gypsum and other products that are used in various processes such as fertiliser production.

There are a lot of opportunities for recyclers when it comes to lead acid batteries, as almost 100 per cent of the lead used in these batteries is recyclable. This recycled lead can be used continuously as the future performance capacity remains nearly unaffected. This recycled lead can be sold to companies making new batteries as well.

The sulphuric acid in the battery is neutralised or processed to make sodium sulphate, which can be used in laundry detergents, textile and glass manufacturing, or can be used again to make battery cases, etc.

Yes, there is a heavy market demand for recycled lead. The lead recycled is often sold to companies or businesses that are involved in making new batteries.

Improper disposal of lead acid batteries into the landfills without proper treatment or recycling leads to leaching of the toxic chemicals, such as cadmium, mercury and lead, into the ground, thereby polluting the soil and the underground water, which eventually enter our food chain causing severe health hazards.
